POST/v1/voice-debriefs

Register a recorded voice debrief

Idempotent on `client_key` (200 with the stored debrief on a replay). The audio is transcribed and read by the AI in the background; poll GET /voice-debriefs/{id} (or wait for the notification) until it is `ready`.
