PATCH/v1/settings/predictive-scoring

Switch predictive scoring on or off, or make its thresholds stricter

Keys are merged over the current settings. Thresholds may only be made stricter than the defaults (90 days, 150 visits or bookings, AUC 0.70, +0.01 over the rules score, calibration error 0.10); a value out of bounds is a 422. Switching re-scores open leads within minutes.
